Examples of what Lovett Collins has enabled our Independent Research Institute clients to accomplish:

  • Northeast Independent Marine Research Institute
     
    • Situation: Newly established enterprise had business, but not research infrastructure.
       
    • What LC did: Established a research policy and procedure base; defined employment contract and inter-institutional articulation templates; and instituted a grant accounting system.
       
    • Outcome: In process. Deliverables include policies and procedures for research enterprise, processes for fiscal management and accountability.
       
       
  • International Research Collaboration
     
    • Situation: Through LC’s interaction with multiple institutions, we are often aware of a set of assets in one institution that could be leveraged through partnerships with other institutions, whether across regional, state, or national borders. In addition, globalization often provides new funding opportunities.
       
    • What LC did: Introduced and convened the partners; orchestrated the formation and implementation of several multinational, multi-institutional scientific agreements in computer sciences, marine sciences, conflict resolution, and medical education in response to terrorist attacks.
       
    • Outcome: Institutions are exchanging scientists, fellows, and students internationally; collaborative research projects are in place; additional collaborative funding applications are in development; faculties are teaching in each other’s educational programs.
       
       
  • Lobbying Congress and Federal Agencies
     
    • Situation: The National Institutes of Health (NIH) and the National Science Foundation (NSF) realized that not all states or all institutions were appropriately engaged in, or sufficiently funded to perform, state-of-the-art research.
       
    • What LC did: Lovett Collins partners, in collaboration with colleagues from several other states, worked with the federal agencies to craft federal programs and funding targets appropriate to the sector that represents our client base. Subsequently, we lobbied congress and the executive branch to obtain passage of legislation with appropriate federal funding.
       
    • Outcome: Made federal programs available, now totaling approximately $500 million and spread over eight federal funding agencies, to our client base to increase the competitiveness and dollar amount of their institutional research. The primary focus of the funding is for biomedical research.
